A message dated April 1, 2004, was read stating the Senate has passed                               
CSHB 397(JUD) with the following amendment and it is transmitted

     SENATE CS FOR CS FOR HOUSE BILL NO. 397(JUD)                                                   
     "An Act relating to defense contacts with and recordings of
